I renamed the save file of "THE LEGEND OF DEBUG" to "THE LEGEND OF ZELDA" since I am going to hex edit the rom name...
When I renamed the saved I booted up OoT 1.2.
My File name was in Japanese. Is there a way to fix this?

Aside from modifying the save file itself, no, since the Debug ROM and the normal OoT ROMs use the same save files if they have the same ROM header. It's in Japanese because the Debug ROM's English character offsets differ from the norm, so that English characters on it appear as Japanese on 1.0, 1.1 and 1.2.

How do I edit the NAME of the file with like a hex editor?

As far as I know it doesn't work because the file is checksum protected and won't accept changes. You might be able to change the file name in RAM and see if it updates the save file but I don't know the values for the characters that the debug ROM uses (file names are not standard ASCII).
