What is the item for fog in OoT? ZeldaMaster90 on Team Beta Triforce asked if I could find it somewhere, and this seems to be the best place.

It's an actor. Always loaded of course.
Number: 0165 Variable: 7406 (max coverage) Change the 7 for different area coverage e.g. 0 = small. That always makes almost the max amount of fog though.
Alternatively, go to offset 80222B13 in a memory viewer, and the first four values are RR GG BB AA of the fog. Search for these in the scene file, if you get no results, just search for RR GG BB. Note that if you are doing this on a map with time flow you'll have to disable the time flow first.

I tried to edit this into a rom and it isn't loading. Don't I need the group number as well?

Naw, just put 0165 as your actor and the variable of your choice and your good to go.
It's always loaded, no need for a group.
