Two things :
1) Is it possible to edit the enemy health in OoT via a hex-editor?
2) If yes, can someone please explain. I know how to hex-edit, I just can't run an emulator on this computer to test anything.
Any help would be appreciated, thank you!

In the enemys zactor there will be a command 24XX YYYY XX being random, and YYYY being the number of heath they have. You can always look at ememy heath in RAM by going to there actor panel on a map. (heath is usually 0x2F away from the start)
You can goto a ztargeted enemy by using this pointer: 802122A8
Heres an example with an Iron Knuckle: Goto this offset and you should see 240D 001E (001E being the heath) E2B066
