Any texture pack works for Zelda OoT 1.0 and 1.2, but they do not work for Debug Rom. It acts like it is loading the textures, but when the game is turned on, it is normal.
EDIT: The textures work on a mod I have patched...
The textures do not work alone.

Open the Debug ROM in a hex editor, & change THE LEGEND OF DEBUG to THE LEGEND OF ZELDA

Ok...I think you all have finaly lost your marbles i have used custom textures on the debug rom and everything worrked just fine maybe you just have the wrong rom or you have a plain bad one.Believe me when i say this :it works.
