Ugh.
The Zelda Collector's Edition disk for the Gamecube had four Zelda games on it.
OoT and MM are about 64 megs a pop, The First Zelda was like 2 or 4 megs as was the Zelda 2: The Adventure of Link. There's still enough room for Wind Waker, Master Quest as well as Twilight Princess and A Link to the Past. For sh*ts and giggles, why not go ahead and throw in Link's awakening and the Oracle games as well? Can't add Spirit Tracks or Phantom of the Hourglass because they require touch screens.
There's still enough room for Every. Single. Hand-held. Pokemon. Game. Ever.
The hardest part would be creating a menu that pops up before the game(s) load.

xD Good idea tho, like an ultimate rom where you can choose what game to play, and it has ALL games

Have fun with that climactic battle with Nintendo's lawyers for ripping them off for every Zelda game they've ever made. I would love to see how that goes down.

The hardest part would be creating a menu that pops up before the game(s) load. Or the emulators within the ROM that actually allow you to play the games, since they're designed for different systems. If you wanted to run them on emulators (PC) though, you could just creat a program with a menu for choosing which game you want and have it load the correct emulator/ROM. Regardless, let's not bump an old topic.
