How would I lock "C-UP" mode while still giving link control (aka 1st Person Mode). Would there be flags I'd have to set or what? (and where?)

Do you mean in a permanent way or have it able to turn on/off? I'm not sure where to look but you probably need to find what's writing the camera co-ordinates and see what differs between normal and first person view, then just force it to always use one of them (may cause problems with camera events like cutscenes).

How the crap would I find what's writing to them?

XYZ coordinates --> Camera position/rotation.
Basically, I would think you would have to look up coordinates (guesstimate) in the RAM (using a memory viewer) to find out the address that writes the values the camera uses for different positions. From there, either modify the coordinates of the other mode to be exactly the same as the 1st person mode or have the game always use 1st person mode.
But I don't really know what I'm talking about when it comes to camera data.

I'll just explore the RAM, might take a long time, but...1st Person LoZ OoT... I hope to get it done.

Then just modify the skybox to be type 0x03, remove the JFIF background mesh type, and insert your own mesh for the places. Also, I found this awhile ago:

Maybe I'll just use different parts of the jfif as mesh n_n

No,it's not possible. You aren't walking on 3D space/field,it wouldn't work. Not even ASM hacking can make it work. ... ASM hacking can make anything work - to the limitations of the N64. In this case, the hack would only be enabled when it is a 3D scene; otherwise the camera would behave like normal.

And you are walking on a 3D space, you can even view the space in UoT (although I don't recommend using it). I would just need to texture the 3d objects by taking parts of the background and cutting them out to use with the objects by hand... But I wouldn't know how to do that. Wait! This is getting too complicated! I just want to make a code that allows for 1st person view with movement, I don't really care about those areas much (yet) I still have to figure where those parts (the camera co-ordinates based from where link's body is) in the RAM are... D: But I WILL get it done!
