If you're going to modify textures, I suggest GIMP. You can either replace textures with ZLE2, or you can load alternate ones using a plugin supporting hi-res textures.

You do not "hack" codes with a hex editor, although you can implement GameShark codes permanently by modifying a specific address to make it permanent (for example, always having a white tunic, or starting out with 20 hearts, or doing actor replacements). If you want to create your own GameShark codes, I believe that can be done with Cheat Engine (I may be wrong, someone correct me if I am). ZLE2 can be found here. A decent hex editor is XVI32, but if you want a nice one with a few extra features to help you with finding and editing things, I recommend finding a cracked version or serial for Hex Workshop v 4.23.

That is the download I used to get ZLE2 myself, and I just got through (unsuccessfully) testing it by modifying Death Mountain, and aside from collision matching not working (I think this is an OS problem), it should be fully functional. That isn't hacking, that's just using a pre-existing database to generate GameShark codes (which is still not really hacking, so to speak, rather than RAM editing). It also doesn't work for every map in the game, and it is by far MUCH easier to just manually edit the actors in the ROM.

Nothing that's been linked to on this thread is a virus, and why would anyone want to link you to that, anyway? Besides, I should like to think you have some antivirus software and a decently secure internet browser. If so, you don't really have anything to be afraid of.
