You need to use a Video Plugin called "Rice's Video Plugin," which, AFAIK, only works in PJ64 and 1964. If you have one of these, your halfway there! If not, I'd get them anyway, since they are arguably the best and easiest to use emulators out there.
I'll explain for PJ64, sinco that's what I mostly use.
Next, find a copy of Rice's plugin and install it. After that open the Options menu and click settings. In the settings window, there will be a tab that's labelled "Plugins". Open it, then select Rice's plugin for your video plugin.
Next Click OK, open the Options menu back up, and click "Video Plugin...". In the video plugin configuration there is a tab labelled "Texture Enhancement". Click on it, then, in the bottom left corner is a box labelled "Load Hi Res Textures if availible. Check it, click OK, then laungh your ROM. You will have to wait a minute while the plugin loads the textures, but it shouldn't take more than a few minutes.

Hmmm. Unfortunately I don't think I can help you then. Maybe try asking Zeth or some of the other staff members for some help.
I'm sorry I can't help you!

Um whoever moved my topic into the hacking/mod tutorials, can you please move it back into the hacking section? This thread is not a tutorial but all my hacks and mods.

Hey I can successfully use the TP pack with my OoT Rom v1.0 (amazing by the way) but when i try to load it into the debug rom i am not having success. I change the texture folder name to The Legend Of Debug from Legend of Zelda and it starts loading the textures but then on the title screen its the same old textures. What am i doing wrong?

You need to change the ROM name, not the filename, but the name of the ROM itself. Open it in a hex editor and you should see "THE LEGEND OF DEBUG", all you have to do is change this to "THE LEGEND OF ZELDA" and it will now work.

EDIT: It worked successfully, looks amazing. But everytime i load Rice's Video Plugin the Level Select text is messed up and unreadable. is there anyway to fix this?

You have to change the settings, though I'm not sure exactly what you change.
